How to change file and fold permissions in Windows.

Title of Question: XP Admin Account
The Question: Old Dell-510 XP Administrator Account:
-I deleted my Admin Account by mistake. It was called (USER) and had no password. It was part of network in it 1st life.
-I used your USB boot to remove all the passwords
-Managed to create a user account in SafeMode
-I’m unable to have access as Admin
-I have user access only
-I tried many YT hacks-my computer, adding an account in systems etc….
-The 510 is very useable with a good battery.
Is there a way for me to gain access as Admin on this machine?

In XP To display the Security tab

1.Open Folder Options in Control Panel.
•Click Start, and then click Control Panel.
•Click Appearance and Themes, and then click Folder Options.

2.On the View tab, under Advanced settings, clear Use simple file sharing [Recommended].
